Los Angeles Rent Stabilization Ordinance protects tenants in buildings built before Oct 1, 1978 with 2+ units. From July 1, 2025 through June 30, 2026, annual rent increases are capped at a flat 3% with no utility add-on surcharges allowed per Ordinance 188795 and LAHD. Over 600k units protected.
